We are committed to improving digital accessibility and the user experience on the bofbulletin.fi website to ensure that the service is easy to use for everyone.
Compliance
This accessibility statement was prepared on 29 June 2026. It describes how well the website meets the accessibility criteria set out in the Web Content Accessibility Guidelines (WCAG). The guidelines have been created so that website and digital service providers can improve the accessibility of digital interfaces to best meet different situations and needs.
Based on the latest assessment, the bofbulletin.fi online service is partly compliant and partly meets the Level A and Level AA criteria of the WCAG 2.1 guidelines. Partial compliance means that some features of the website, such as colour contrasts, do not fully meet accessibility requirements or do not yet fully support the use of assistive technologies, such as screen readers.
Our goal is to make our website and services accessible to all users and for that reason we are constantly evaluating and developing our site. We welcome user feedback on usability.

Inaccessible content of the website
The content and functionalities listed below are not yet accessible in accordance with the Act on the Provision of Digital Services (306/2019) and the WCAG. Rectification of the deficiencies is under way and we will update the list as website functionalities are renewed.
Focus Order
The floating cookie banner is the first element in the focus order on all pages, regardless of cookie acceptance. Screen reader users hear the English content of the cookie banner on every page before the rest of the content or the "skip to content" jump link.
The sidebar on article pages is in the focus order before the main content, meaning screen reader and keyboard users must browse and listen to all sidebar links and social sharing icons before accessing the page content.

Download List
The download list is read at the beginning of the page before the main content, even if it is empty. The screen reader reads the content of the download list even if the list is not open.

Search
Screen reader users are not automatically notified of the search page's function or the updating of search results. When a search is performed dynamically, a user using assistive technology does not receive information about the search completion or the number of results found without manually browsing the page.

Some links and buttons lack a programmatic accessible name, which would tell the user the target of the link or the action that follows pressing the button.

Heading Structure
Some pages completely lack a top-level main heading (<h1>). Screen reader users typically browse pages by jumping from one heading to another to grasp the page structure and topic. If the <h1> element is missing, it is difficult for the user to confirm which page they have landed on.
